Budgeting

At minimum, a FIP's budget must include a list of main expenses and revenue sources for the FIP. NOTE: the budget does not need to be made publicly available on FisheryProgress.

FIPs are required to use the budget template when submitting a new FIP profile or submitting an updated budget.

Extension Requests for HRSR Policy Requirements

FIPs currently reporting on FisheryProgress that need more time to fulfill unmet HRSR Policy requirements may request a 12-month extension by submitting a completed extension request form. New FIPs may request extensions for requirements 1.1 and 1.2; the self-evaluation must be completed in order for a new FIP to become active on FisheryProgress. Once active, new FIPs can request extensions for 1.3-1.4 as they come into effect, and 2.1-2.2 (if applicable).

Please refer to the Extension Request Instructions for information regarding the extension request process and download the Extension Request Form. The completed Extension Request Form must be uploaded to the Social Performance tab on the FIP profile in the corresponding requirement’s section.

Additional Extensions

For requesting additional extensions beyond the initial 12-month extension period, please download and submit the Extension Request Form for Additional Extensions. Please see an example of a completed form for guidance.


Fisher Awareness of Rights

Starting January 1, 2023, FIPs must demonstrate they are undertaking best efforts to make fishers aware of their rights including, at a minimum:

  • The commitments and responsibilities outlined in the FIP’s policy statement(s) (see Requirement 1.1)
  • The availability of grievance mechanisms and how to use them (see Requirement 1.4)

To meet this requirement, FIPs must submit a completed FisheryProgress Awareness of Rights template and provide evidence to support the actions described in the template.

Grievance Mechanism

All FIPs must demonstrate there is a grievance mechanism available to all fishers in the Unit of the FIP by their first six-month report. To meet this requirement, FIPs must submit a copy of their documented grievance mechanism. Although there is no required template, FisheryProgress developed a Grievance Guidance and Checklist document to help FIPs prepare to meet the requirement and provide updates.


Policy Statement

Starting January 1, 2023, FIPs must provide a public policy statement that expresses their responsibilities, commitments, and/or expectations regarding human rights and social responsibility. To meet this requirement, FIPs must provide a copy and/or link to one or more policy statement(s) and submit a completed FisheryProgress Policy Statement Description template.

Policy Statement Model

To help FIPs meet this requirement, FisheryProgress developed a Policy Statement Model (Model) that may be used by FIPs that wish to create their own collective policy statement. The Model, while designed to be easily adopted and applicable to most contexts, should be reviewed and adapted to reflect the unique characteristics and context of the FIP and its participants.

Pre-Assessment / Needs Assessment

During the FIP development stage, the fishery's performance is evaluated and stakeholders are recruited to participate in the project.

FIPs are required to submit their assessments using the Marine Stewardship Council Pre-Assessment template (for Comprehensive FIPs) or the Environmental Rapid Assessment template (for Basic FIPs).


Risk Assessment

FIPs that meet one or more of the FisheryProgress criteria for increased risk of forced labor and human trafficking must complete a risk assessment. FIPs have the option to complete an SRA assessment of the Core FisheryProgress SRA Indicators, which is reviewed and verified by the FisheryProgress FIP analysts, or to provide evidence of an alternative social assessment and related workplan. Examples of alternative assessments may include social risk assessments, pre-assessments or audits as part of a social standard or certification program, or recent research studies.

FIPs that do not meet the FisheryProgress criteria for increased risk of forced labor and human trafficking are not required to complete a risk assessment or provide documentation of an alternative social assessment, but are strongly encouraged to do so.

All SRA assessments reported on through FisheryProgress.org must use either the FisheryProgress template or the ELEVATE SRA Tool Assessment Template. FIPs providing evidence of an alternative assessment must also complete the Alternative Social Assessment and Workplan Form and upload the PDF copy to their profiles.

Scoping Document

A scoping document summarizes the results of the needs assessment and recommends strategies for addressing the fishery's challenges.

Self-Evaluation of Risk Criteria

All FIPs are required to complete and submit a self-evaluation against the FisheryProgress criteria for increased risk of forced labor and human trafficking. FIPs are required to fill out the linked form below. A PDF of your responses will be sent to you after you complete the form. This PDF must be uploaded to the Social Performance tab when creating a new FIP profile or as part of a FIP's progress reporting requirements.

Vessel and/or Fisher Information

As of May 1, 2022, all FIPs must provide information on the fishers and/or vessels in the scope of the FIP. This information must be provided when creating a FIP profile.

FIPs are required to use the vessel list template. The completed template must be uploaded on the Documents tab of the FIP profile.

Workplan

A FIP must have an environmental workplan and may also be required to have a social workplan. Both require the use of specific templates.

  •  Environmental Workplan (Download)
    • A fishery improvement project must develop and implement an environmental workplan, designed to address the deficiencies in the fishery necessary to achieve the project's environmental objectives.

      FIPs are required to use the workplan template when submitting a new profile or submitting an updated workplan.

  •  Social Workplan and Progress Reporting
    • SRA: For all performance indicators in the risk assessment where the FIP scores as high risk, the FIP must create a workplan that describes the actions it will undertake to improve performance to at least the medium risk level on the SRA. FIPs are encouraged to create a workplan to achieve the low risk level for all indicators, but are not required to do so. Both FIPs required to create a workplan to address high-risk-scoring indicators and FIPs choosing to create a workplan to address other social challenges must use the downloadable template. The completed workplan must be submitted at the FIP’s next annual report from when the self-evaluation of risk criteria was submitted or request an extension.

      FIPs that have completed an SRA that include high-risk-scoring indicators are required to create a workplan to improve those indicator scores to at least the medium risk level. FIPs may voluntarily include workplan activities to address indicators scored as low or medium risk.

    • Alternative Social Assessments: FIPs pursuing this option must provide a workplan or corrective action plan, related to the alternative asssessment’s results. FIPs must also complete the Alternative Social Assessment and Workplan Form and upload the PDF copy to their profiles.

      FIPs with workplans must also report every six months – the same as their current schedule – on progress toward completing the actions in their social workplan. FIPs report on progress by adding an update below each action in their workplan and uploading the updated workplan to their FIP profile.
